The CLPHA represents some of the largest public housing authorities in the country. Together, CLPHA members own and manage approximately 40% of the national public housing stock. Public housing was established to provide decent and safe rental housing to eligible low-income families, the elderly and people with disabilities. There are approximately 1.2 million households living in public housing units, managed by some 3300 PHAs. New research from the CLPHA and Econsult Solutions shows that PHAs generate and induce multiple flows of economic activity that benefit those who reside in public housing, as well as employers, governments and local industries. The Authority thrived in partnership with Robert Moses after World War II as part of Moses' plan to clean up old housing and remake New York a modern city. Unlike most cities, New York relied heavily on municipal and state funds to build its homes after the Federal Housing Act of 1937 expired and a new bill was not passed until the Federal Housing Act of 1949, and not just with the federal government.
